CRMD was created as a consequence of NaPP Policy # 1 - "All packaging shall have minimal effects on the environment." Further outlined in this policy were five action items which specified that industry would develop environmental profiles under the auspices of a multi-stakeholder group which included representatives from the six key materials, academia and the federal government. CSA International acted as secretariat.
